To reproduce this error:

1)Create an information object
2)Create an accession record
Resulting error:

There is no way to link the two.
Expected result:
================
We are assuming that all institutions will create an accession record first
and then the information objects, but institutions don't always have their
ducks in a row when they're processing records.
