New issue 2181 by [email protected]: Changes to menu order are not reflected in menu

To reproduce this error:
========================
1)Go to "Admin > menus"
2)Move a menu up/down in the list order (e.g. Add > Accession Records)


Resulting error:
================
Menu is still shown in original order in menu (e.g. Accession record is still shown first in Add menu).

Clearing the cache manually causes the order change to show up properly.

Expected result:
================
Changes to order should be effective immediately.
