New issue 2189 by [email protected]: Adding a related corporate body,
person or family "Authorized form of Name" that is not in the
system/drop-down list will not save.

To reproduce this error:

1)Create an authority record
2)Add a related corporate body, person or family that is not previously in
the database as an authority record.(i.e, there is no name available in the
drop-down list)
3)Save record.
Resulting error:
================
Authorized form of name does not show in related authority dialog. Related
authority is not saved.
Expected result:
================
Name is saved. New authority record is created for related entity. This is
a workflow issue - if the user wants to create related authority records
first and then describe them, this workflow should be allowed. Otherwise
the system is forcing users to create all authority records first, then
select related authority records from drop-down list.
