New issue 2191 by [email protected]: Donor names and Rights holders
showing in drop-down list for "Authorized form of name" in Add>function
data entry form.

To reproduce this error:

1)Add> function
2)Begin to enter name of activity/function/task and the drop-down list to
select from reveals donor names, rights holders and creator names
Resulting error:
================
drop-down list shows donor names, rights holders names and creator names
Expected result:
===============
should NOT show donor names
