New issue 2195 by [email protected]: ICA AtoM gives misleading warnings
about mandatory data elements at some levels of description

To reproduce this error:

1)Create an item level description
2)Create a publication date event
3)Save record
Resulting error:

The following warnings are issued:
"Scope and content - This is a mandatory element."
"Edition statement - This is a mandatory element for published items."
"Standard number - This is a mandatory element for published items."
Expected result:
================
No warnings. All of these are conditional in this case.
-Edition Statement is not mandatory for all published items, it is only
mandatory if there are multiple editions (RAD 1.2A1)
-Scope and Content is not mandatory at item or file level [regardless if
published or not] - it is discretionary if the title is clear enough (RAD
1.7D3, 1.7D4)
-Standard number is only mandatory if it exists
Possibly change wording on warnings?
