New issue 2213 by [email protected]: In language other than English,
in Admin > Themes > Switch from one theme to another & click save, does not
save change.

To reproduce this error:

1)Select language OTHER THAN English
2)Admin > Themes
3)Switch themes and select Save
Resulting error:
================
Check mark defaults back to original theme after clicking Save. No theme
change.
Expected result:
================
Check mark stays on new selected theme. ICA-AtoM changes themes.
NOTE: If you change Language back to English you can select and save new
theme.
