Because running a full reindex is fairly resource-intensive, we should
update the search:populate task (or add a companion task) that takes
parameters (eg. single or multiple institution IDs) to allow reindexing a
single institution or specific set of objects.
This could (should?) also include the ability to do segmented/partial
reindexes (ie. X number of records at a time) using index timestamps in the
DB.
