We don't have any rights information in the search index.
Archivists would want to be able to do searches to find all photographs
that enter the public domain in a given year, or to find all the
restrictions related to an institutional policy that has changed.
There are future expectations to add new ACL rules based on Rights values.
E.g., draft/published status.
