To reproduce this error:

1) Install Qubit 1.2
2) Create users A (with admin privileges) and B (without them)
3) Clear cache
4) Login as A, check that you see the Admin menu node
5) Logout
6) Login as B
7) The admin menu node shows up
8) Clear cache
9) The admin menu node disappears
Resulting error:
================
The menu will show inconsistently for different users. Admin users may end
up seeing only the non-privileged menu or viceversa.
