To reproduce this error:

1)Login with translator permissions
2)Switch to a language for which you have translation permissions
Resulting error:

Columns don't show correctly.
No fields for typing translated strings.
See attached screenshot
Expected result:
================
Two columns (source and translated string) and can add or edit translated
strings.
