New issue 2300 by [email protected]: Allow administrators to edit and
customize the default help text in ICA-AtoM.

Add an interface that allows administrators to edit and customize the
default help text. Ideally, make it possible for the customized text to be
shared with other implementations; e.g. the provincial archives advisors
could develop a version suitable for smaller archives.
