I'd appreciate clarification on what you have in mind in terms of hover text. I wonder if our proposal needs clarification. What we had in mind was cases when Restrictions on Access (etc.) is NOT populated at a lower level, but is at a higher level. For example at the series level, Restrictions = Permission of the donor required. At the file level, you would want a user to be alerted to the fact that there is information about restrictions at the higher level.
I'm wondering if the "hover" proposal assumes that both levels are populated? In that case, inheritance wouldn't really be needed. And if the element is NOT populated, then there wouldn't be anything to hover over...
