New issue 2331 by [email protected]: Translator cannot edit published

To reproduce this error:

1)Create a new user, and assign them to the Translator group
2)Log in as the translator, and navigate to a published information object
3)Click edit, make a change, and click save
Resulting error:
================
Translator is booted to a "no permission to access that page" message.
Returning to the edit page and clicking cancel will only return the user to
the "no permission" page. The published information object will revert to
draft status, and the translator will no longer be able to view it (see
issue 1718).
Expected result:
================
Translation of content is made and saved.
