New issue 2333 by [email protected]: Translator group default permissions
should not include Add New and Delete actions for repositories

To reproduce this error:

1)As an administrator, create a new user and assign them to the translator
group
2)Log out and log back in as the new user
3)Navigate to repositories, and select a repository
Resulting error:
================
Translator group default permissions currently allows translators to Add
New/Delete repositories
Expected result:
================
Translators should be able to Edit repositories, but Add New and Delete
actions should not be available. Only administrators should be able to Add
New and Delete repositories.
