New issue 2335 by [email protected]: In the PREMIS rights dialog, user
cannot delete related rights after an edit is made to the rights record

To reproduce this error:

1) In the Rights Area, add a new related right to a record. Click submit on
the Rights dialog and save the related record (accession or information
object).
2) Click edit and return to the Rights Area. Click the pencil icon and make
changes to the related right, then click submit on the dialog.
3) Do not click save.
3) Once out of the dialog, attempt to delete the rights by clicking the "x"
next to the related rights record in the Rights Area.
Resulting error:

The rights dialog box reopens. User must select submit or cancel. User
cannot delete right record.
Expected result:
================
Here is a list of options:
1) Clicking the delete button deletes only the most recent changes to the
related right (and ideally informs the user this is what has happened)
2) Clicking the delete button deletes the entire related right
3) Clicking the delete button prompts a dialog that asks if the user wishes
to delete only the most recent changes, or the entire related right
