New issue 2360 by [email protected]: Rights holder name appears in
drop-down/suggested list for Name of Creator data entry field

To reproduce this error:

1)create information object with rights
2)assign unique rights holder name and save
3)create new information object or edit information object and go to Name
of Creator field
Resulting error:
================
rights holder presented in drop-down/suggested list for Name of Creator
data entry field
Expected result:
================
rights holders should not be in drop-down/suggested list with other
authority records
NB: Search on the rights holder name does not result in any hits and Browse
authority records view screen does not include rights holder name in list.
