can produce event db rows where information_object_id column is NULL

To reproduce this error:

1) Create new authority record
2) Open Related resources dialog (click add button)
3) Insert a date
4) Leave the title field empty (do not select any prepopulated item neither)
5) Close the dialog
6) Save the authority record
Resulting error:

Now if the database is checked a new event record is created with a NULL
value in the information_object_id column. This was producing unexpected
errors in other parts of the application.
Expected result:
================
The related resource should never be created under that circumstances.
