To reproduce this error:

1)enable the OAI plugin
2)enable OAI via admin | settings
3)switch to debug mode
4)send an incorrect OAI command like
http://host/qubit_dev.php/;qyOaiPlugin?verb=wrong
Resulting error:
================
Action "oai/error" does not exist
Expected result:
================
OAI response with properly formatted error message
