If you have a fonds-level description with data in rules and conventions
field, and you have a series-level description with data in rules and
conventions field and you export EAD.XML from the fonds-level. The EAD is
missing rules and convention tag at the series-level because it is not part
of the <archdesc>. If you export and import the series on its own (without
the fonds) you retain the header information and the rules or conventions
data is included.
