There is fundamental disconnect between two very different views about 
time. One is that time is how long has elapsed from a reference point. The 
other is that time is when the sun rises.

    Astronomers such as Steve Allen seem to feel that "[t]ime has basically 
always really meant what you measure when you put a stick in the ground and 
look at its shadow." They defend leap seconds.

    Engineers tend to feel that time is what a clock measures. I can't find 
a good quote to encapsulate this view. ;)
