The fuzzballs implemented a virtual machine for the RT-11 operating system and did run appliations, compilers and editors of that system. This was very much like what RSTS/E did. However, the NTP daemon was in PDP11 assembler code along with TELNET, FTP, SMTP, EGP and a raft of legacy stuff. See www.eecis.udel.edu/~mills and adventures.
