The software is the "NTP Ports" described at:

As NTP can and does normally have multiple servers (typically 4 or 5), and 
makes great attempts to determine the best available server, I would 
consider it more reliable than W32time.  On a system which is not 
overloaded, you could get within a few tens of milliseconds.
