Sorry, following myself up ...
On further investigation, it looks like the limiting code in ntpd 4.2.0
is rather different: rather than limit the number of clients per network,
it rate-limits the traffic from each client, which sounds more useful.
Upgrading to 4.2.0 or later would better protect a low-capacity connection.
