With all due respect, I'm not prepared to "fix" this unless and until a
serious effort is under way to properly fix the broken configuration
code. The novolley flag is a bandaid. The syntax is broken.

Yes, I agree. It just checks to see if it has an argument, doesn't check
what the argument is and set a value to 2 if present. I definitely is
not the right thing to do.
