My stratum 1's are accurate to 3 or 4 microseconds. My stratum 2's are
accurate to 20 milliseconds, and they're on the same LAN with multiple
stratum 1's.
Is it possible, yes. Is it likely, only if you're comparing good servers
to bad servers. Good servers are better than bad servers regardless of
stratum. ;)
