It's a direct result of the reset that immediately preceeds it, which is, in turn, a direct result of having booted (or restarted NTP on) both systems at the same time and having no fixed time reference other than the systems' own local clocks. phillip came up with a time 0.55... seconds behind the time of terrance. phillip chose to follow and once it had stepped it was unsynchronized until it had again gathered enough samples to synchronize again.
