David, I said about the "server" section in the ntpq.conf file - forgot to mention. The offset is measured between your server and the reference server. A good idea for testing is to have only one server for syncing (the best / the more stable) and to mark the others by the option "noselect". By looking at the graphs after this you may conclude if there is an operating system problem or a network one (or maybe other ?).
