Here's the latest version that I've personally checked out, and run on
many of my own computers:

As you wished, this is binary files only, no installer.

On the laptop where I'm writing this it has stabilized at ~1 ms offset
from a a few of my local FreeBSD boxes (with Oncore or NMEA GPS refclocks).
