Thanks for the detailed info. I knew adbout the adjtimex utility - I
didn't mention it because it
has disappeared from RHEL. I suppose the source is still around.

It was certainly true a few years ago that you couldn't cancel a leap
second. I remember being
frustrated by this and then looking through the kernel source code,
discovering that this was indeed the case. I think the nanokernel
patches allowed this but I don't use them.
