When I get these kind of situations, I have kill readily available and a DOS command line window open. I type in "kill ntpd" to the command line but don't hit enter. I then start ntpd preferably from a second DOS command-line window. I can then ALT-TAB back to the first DOS window (blindly) and hit the enter key. That will, eventually, stop ntpd.
