GPS does better than that -- it broadasts the exact date and time (and
direction) of the next leap second.  The firmware of most GPS receivers throw
away that information and simply reduce it to a single trinary bit (+ve leap |
-ve leap | 0 leap).  If ever there is a leap second in March or September, there
will be some unnecessary ambiguity because of this.
