I really appreciate your kind & very helpful answer!!!! So, it turned out that I have a very wrong understanding of NTP...I may need to know what kind of model NTP is using.. if that is possible.
Then, what is the real figure of merit? Why jitter is part of the true figure of merit? (You mentioned that specially for a low delay..) Can you recommend any documents or paper that explains these kinds of stuff?
