I am trying to understand the clock discipline algorithm used by NTP.

As described in the document "NTP Clock Discipline Principles", the
output of the PLL, FLL and offset calculation are used to update the
clock at one second interval.

Am I correct to assume that this is solely due to the fact that we
require the clock to monotonically increase. Or are there other reasons
for updating the clock in little steps?
