Nowhere in the protocol itself or the libraries it imports does NTP use
encryption other than as incidental to signature generation and
verification. The ITAR is of couse a joke, but NTP strictly complies.

If one builds NTP where it can see the OpenSSL libraries, ntp will get
encryption stuff from OpenSSL.
