NTP 3.5f is history so ancient that few now living even remember it.
Start by downloading a copy of the reference implementation
http://ntp.isc.org/bin/view/Main/SoftwareDownloads and building it for
your system(s). If the current implementation still exhibits this
behavior, file a bug report.
