The filter time constants are varied with the polling rate, so the
loop is much more sluggish at long poll intervals.

I seem to remember that the Sparc used to have good clock hardware.  The
only problem was that people who didn't read the ntpd documentation may
have failed to realise that SunOS tries to control the clock itself, 
unless you take steps to disable that.
