Is this what you are looking for?

This is part of the ntpq rv return info.  Suprised me that it has the
local
 TZ (PDT -7) applied to the ascii date/time, so current UTC is Tues,
03:38 hours.

Details on the timestamp can be found in RFC 1305, and in the main
documentation.
Its seconds and fraction of seconds since 1-jan-1900.
