As for the ntodc sysinfo v. ntpq -p issue, I thought I carefully described my observation of one of the detailed reports earlier - in that case ntpq was reporting it was sync'd to the remote server but it was still in state 3, and the sysinfo command showed that the local machine was not yet sync'd.
