ntpd requests the time from a "server". ntpd exchanges the time with a "peer". In the NTP network diagramed at http://en.wikipedia.org/wiki/Image:Ntp.png, the systems at stratum two would peer with each other (the horizontal lines) and would consider the stratum one systems as servers.
