Robert, The PPS will not work alone; it can only be used in conjunction with another timesource, which is typically either a radio/GPS clock or an Internet NTP server (see the Public Time Server Lists, http://ntp.isc.org/bin/view/Servers/WebHome). See also the documentation of the 'prefer' keyword, http://www.eecis.udel.edu/~mills/ntp/html/prefer.html.
