I have seen cases where a machine will not sync to any other servers because a majority clique cannot be found.
I have wondered if it would be useful to track the entire group anyway, as even though the group may not have a majority clique it may still be doing a good job on the frequency front. This could be used to keep the current machine at the same relative offset to the group instead of having the current machine sail off into the weeds.
