It's very unlikely. Does ping drop any/many packets? Look at the reach column in ntpq -p. That's a bit mask of the answers. If it's 0, then all responses are getting lost. (It should be 377, showing a "yes" for each of the last 8 tries.) -- These are my opinions, not necessarily my employer's.
