My clock reads in Pacific Standard Time. NTP corrects its slew and drift. Yet it doesn't step or slew to UTC. Hmmm! What is the difference between your requirement, and simply maintaining a clock at a fixed delta from the local approximation of the reference time? A time zone dictates a precise delta. In your case, you don't care about the delta. Yet you still have to choose one. The most obvious choice is a sample of the offset.
