... that could happen, but ... The pool-servers should be able to cap the amount of traffic ; KODs for excessive clients and new clients when the amount of traffic is "too high". This requires that 'demand' (by all clients) doesn't exceed 'supply' (by all servers). If that happens, the pool project is doomed anyway. The goal of the poolclient project should be (in my view) a more efficient match between supply and demand. Servers are more efficient if they serve 'close by' clients.
