Support for in-band control packets is optional per RFC-1305. In fact, the RFC goes so far as to suggest that mode 6/7 packets should not be used unless no other management or monitoring facility is available (like SNMP). That surprised me. >From RFC-1305, Appendix B, NTP Control Messages: "These messages are intended for use only in systems where no other management facilities are available or appropriate, such as in dedicated-function bus peripherals.
