Granted, the eleven-minutes mode is bad. But not *so* bad. It sets the
RTC tick in sync with real seconds, with a random error of maximum
7 milliseconds.

That's just that hwclock 2.32 does the same with a max error of
10 microseconds, ie. almost 3 orders of magnitude better.
