Oh, the first test satellite in the European GPS system is already in orbit and has recently had its support contract extended beyong its planned life. Rightly or wrongly, there is a will in Europe to have a GPS system which is not under control of the US military, which can provide better accuracy, and on which "value-added" services can be built. Whether all European tax-payers would agree with that way of spending money is off-topic here! But for /all/ NTP GPS users it should mean better coverage and greater potential accuracy.
