Greg, Unless somebody else changed it, the ACTS driver refclock_acts.c that left me always did require the full explicit Hayes string. If the only message was "acts: no modem", the modem did not respond to the MODEM_SETUP string. I have not yet found a modem that does not respond to that string, but this might be the first.
