That's exactly what the batch file does. AFAIK Heiko (who is currently on holiday) has added those batch files just to be able to simplify running those commands from a start menu entry (as already mentioned by David). Anyway, it the user account does not have sufficient rights then typing "net start ntp" would not work, either.
