Careful. That is "Offset", not the common sense meaning of offset, which might be put something like: the true error between the local clock and true time. To the extent that is possible to say that "Offset" accurately represents offset, ntpd's algorithms are flawed, and need improving until "Offset" again consists only of measurement noise.
